What people say

awd.ru (10.2023): accounts were opened without a residence permit in 1–2 days; a Serbian phone number is needed, and a lot depends on the branch. maximumns.rs (as of 31.10.2026): the bank is “historically friendly to foreigners”, but from late July to mid-August 2026 it refused, en masse, people without a residence permit or EBS; since 18.08 applications are being accepted again. Moscow Times (04.09.2026, citing Telegram Serbia Live and a notice in a branch): since 28.08.2026 accounts for non-residents are opened only for property or a salary from a Serbian company; the bank cites “NBS requirements”. parallax.company (09.2026): refusals without an employment contract, queues of up to 3 hours.

Caveats

  • In the OUP-FL of 01.10.2026 the basic account is listed only for residents; non-residents are offered a “dinarski tekući račun nerezidenta” for 250 RSD without e/m-banking — this contradicts čl. 73n and 73b ZPU
  • The restriction for non-residents since 28.08.2026 (property or salary only) is known from the media and Telegram and is not published in the bank's documents; meanwhile maximumns.rs reports that applications were accepted again from 18.08
  • Postcode: 11120 (website, Obaveštenje) versus 11 000 (OUP-FL); in one place the OUP-FL has the typo “11200”; PAK 135311
  • The bank notifies refusals of a basic account “putem SMS-a ili email-a” (by SMS or e-mail) (OUP-FL) — include your e-mail in the application
  • The online prigovor form requires an account or contract number — without an account, file by e-mail or post
  • You can neither open an account nor file an application through Pošta Srbije (Pravilnik Pošte 22.03.2025, čl. 5; posta.rs page)
  • The EBS and “identifikacioni broj u matičnoj državi” (home-country ID number) are not explicitly published for the basic account; an Uverenje MUP with the EBS is required for a foreign resident's foreign-currency account

Do they open accounts?: officially yes: “Tekući dinarski račun nerezidenta” and a non-resident foreign-currency account; in the OUP-FL (general terms for individuals) the basic account is listed only for residents. According to media reports, since 28.08.2026 applications from non-residents are accepted only for a property purchase or a salary from a Serbian company (not officially published)

Document intake at head office (pisarnica): No separate pisarnica is published. The Centrala Banke (Ekspozitura Beograd 8, Kraljice Marije 3) is open Mon–Fri 08:00–19:30, Sat 08:00–13:00. The bank undertakes to issue, at any branch, a confirmation of receipt of a prigovor with the place, time and signature. You cannot file an account application through Pošta Srbije: the Pošta only accepts cash deposits to an account and pays out cash from it (Pravilnik Pošte of 22.03.2025, čl. 5).
