maximumns.rs (Oct. 2026): a personal account at OTP “only with an employment contract with a Serbian employer”; parallax.company (Sept. 2026): Raiffeisen and OTP “tightened the rules for Russian citizens”. habr (2023) lists OTP among banks that are difficult for Russians. The bank's official answer in biznis.rs (2021): non-residents can open an account with a passport and documents on their status. No first-hand 2024–2026 reviews about the basic account were found.

Caveats

  • Sedište (Trg slobode 5) ≠ mail and prigovor address (Trg slobode 7).
  • Marking on the envelope: “za Jedinicu za upravljanje prigovorima” (Obaveštenje 14.09.2026) vs “za prigovore” (Opšti uslovi 30.06.2026) vs “za Odeljenje za upravljanje prigovorima” (2022 policy).
  • The prigovor web form requires a JMBG or an account number — it may not work for a foreigner without an account.
  • Product page: “potrebna vam je samo važeća lična karta” (you only need a valid ID card) — there is no list for foreigners.
  • Product page: devizni račun “u okviru Prestiž i Praktik paketa” vs OUP: the basic account user's right to a devizni račun.
  • The PUN link on the product page is outdated (01.01.2025); the current PUN (fee sheet) is dated 05.05.2026.
  • No EBS / home-country ID number found in the OUP of 04.05/30.06.2026.
  • Information on documents for non-residents (passport + status documents) comes from 2021 media reports; current practice is not confirmed.

Document intake at head office (pisarnica): No separate pisarnica is listed. The official postal address is Trg slobode 7, 21000 Novi Sad; the branch is at Trg slobode 5 (Mon–Fri 09:00–16:30). Under the OUP, a paper submission handed in in person counts as received “tek nakon što je Korisnikova kopija dokumenta overena prijemnim pečatom Banke … ili nakon što je izdata pisana potvrda o prijemu” (only once the client's copy is stamped as received or a written confirmation of receipt is issued).
