Complaints are handled not by the head office in Novi Sad but by the Služba pravnih poslova (Legal Department) in Belgrade (Milutina Milankovića 3a). The bank's application form (version of 22.07.2026) already asks for the EBS and the ID number from your country of citizenship — if you have no residence permit, cite t. 14 of NBS decision 63/2026 and t. 6 of decision 54/2026.

What people say

Habr (2023): Erste is among banks where Russians found it “difficult or impossible” to open an account. maximumns.rs (31.10.2026): “without resident status they practically don't open accounts”. wiki.private.law (09.2026): no public position; an EU group policy is possible (enhanced checks of clients from Russia since 29.01.2026). Commercial guides say accounts for non-residents are opened only in person. No stories about the basic account or written refusals were found.

Caveats

  • The prigovor address (Služba pravnih poslova, Milutina Milankovića 3a, 11070 Novi Beograd) differs from the sedište (Industrijska 3J, Novi Sad)
  • The prigovor page states a “3 years” deadline; under ZZKFU 19/2025 it is 6 months from when you learned of the violation and no later than 3 years after it (čl. 59 st. 2–3), so “3 years” is only the outer limit
  • OUP 17.06.2025: lična karta za strance is accepted only “u izuzetnim slučajevima”; the main document is the passport
  • The Zahtev form (version 22.07.2026) requires the EBS, the “Identifikacioni broj stranca” and a document on residence over the last year — this matches NBS amendment 63/2026 (in force since 18.07.2026); what is accepted as the “identifikacioni broj u matičnoj državi” is not published
  • The “Lista dokumentacije” promised in the OUP was not found on the website
  • There is no PDF prigovor form (a paper form at the branch and a JS form online)
